sadly inadequate and generally speaking is not sufficient to

secure a modest self-contained flat.

This view seems to be

shared by the Salaries Commission who, on page 41 of their Report,

recommend a higher rent allowance for local Subordinate Staff.

Your petitioners therefore respectfully pray as

follows :-

(a) As the standard of living of your petitioners has risen in

recent years, it is felt that every married officer should

be provided with at least. a three-roomed self-contained

flat. For this reason and owing to the fact that rent

has considerably risen during the past two years, the

present scale of rent allowances is inadequate.

(b) As European married officers receive a higher maximum of

rent or lodging allowance, it is earnestly hoped that

similar treatment may be accorded to Chinese officers.

That the maxima of rent or lodging allowances for European

officers having been raised, it is respectfully submitted

that local conditions with regard to housing affect Chinese

as much as Europeans.

Hereunder, your petitioners beg to submit a revised

scale of rent allowance for favourable consideration

Allowance of $35 per mensem.

Salaries of $4200 per annum and over : -

Allowance of $40 per mensem.

That your petitioners respectfully urge the

continuance of the recent rule whereby only Matriculants or

candidates with a School Leaving Certificate or Senior Local

Certificate or their recognised equivalents are qualified to

sit for the entrance examination of the Junior Clerical Service.

This rule is necessary not only to give your

petitioners a higher social standing to which their responsible
